“Asia-Pacific Development Center on Disability”

The “Asia-Pacific Development Center on Disability” (APCD) Project is a technical cooperation project between the Government of Japan and the Government of Thailand, which is started in Bangkok on 1 August 2002.
The Overall goal of the project is to promote the empowerment of people with disabilities and a barrier-free society in developing countries in the Asia and Pacific Region.

Green Pastures Hospital in Pokhara operates a facility for people with leprosy complications. ALM assists the work of Green Pastures Hospital and in any given month the physio/occupational therapy department at ALM-assisted Green Pastures Hospital will see an average of 200-250 outpatients and about 60 in-patients.

The organization has built 14 Eye Hospitals and 26 Eye Care Centers in Nepal and was established in 1978. They provide eye care service deliver while training personnel in the hospitals and eye care centers. The operate eye camps in remote and rural areas throughout Nepal and provide prevention strategies. Specific rehabilitation programs for blind persons are held in Dang and Chitwan.

Hospital and Rehabilitation Centre for Disabled Children (HRDC) has been providing treatment and rehabilitation services to children with disability since 1985. HRDC was established in 1992 as a program of the Friends of the Disabled, a Nepali non-profit, non-governmental organization. It has completed over 115,000 treatments to date and has provided services in Kaski, Syangja, Lalitpur and Bhaktapur Districts. HRDC is a leading referral centre in the country for the functional mobility of physically disabled children. It is also a training centre of Kathmandu University for the Post Graduate Training Programme in Orthopedic Surgery.

Established in 1996, the association received aid from Action Aid Nepal, DANIDA and the LBH Project from Denmark. It works toward the protection of rights and the well-being of the deaf and the hard of hearing. The Association developed sign language for the deaf while collecting data on the deaf and aids the deaf in technical skills for independent living.

The Nepal Disable Human Right Center (DHRC- Nepal) is the first NGO involved actively in the field of human rights of persons with disability in Nepal. NFDH was registered in the Chief District Office in 1995 as per the law of the nation and affiliated to Social Welfare Council, government office in the same year. It is a full responsible and legal binding social organization with non-profit motive committed to the service of deaf, organized and controlled by the deaf and for the deaf to the democratic system. NFDH’s main objective is to enhance cooperation, communication and understanding of the associations and institutions working to promote the rights and interests of the deaf and hard of hearing people of Nepal and to bing hidden deaf in mainstream. NFDH also is a member of CBR National Network, a national organization, for Neoal, and is an ordinary member of World Federation of the Deaf (WFD) and represent in WFD RS A/P – Asia Pacific region, Japan. Nepal is divided in 75 districts. NFDH has its policy to establish in each district at least one deaf association and one deaf school under the deaf organization. In 1995 at the time of formation, it has 8 district organizations, now it has 24-district deaf organizations.

The Association was founded in 1969 with the mission to enable people with disabilities to lead a life of dignity and self-respect. The NDA has been carrying out its activities in 18 districts with support from the Social Welfare Council. Its programs include the Central CBR Program, which was launched in 1983. Denmark has supported a major Nepalese education program to secure access for all to primary education, with favorable results, since 1993. This support continued in the form of a sector program for education. Several donors, Denmark and the World Bank being the largest contributors, jointly finance the program. The program constitutes sweeping reform of the education system. In 1999 a specific education department was established under the auspices of the Ministry of Education to undertake overall consultancy within the ministry. An initiative was also taken in 1999 to encourage greater involvement of individual schools in planning and implementing activities. The program faces a number of challenges, inter-alia, growing decentralization, in which locally elected councils will be involved to a greater degree.

Handicap International’s active involvement in the country started in 1999. Its programs operate at three complementary levels including raising awareness of, training and assisting different players (families, associations’) while supporting PWDs, developing the capacity of specialized services (orthopedic workshops) in order to improve the care-management of patients, both in terms of quality and quantity and preventing the development of disability in conflict areas by promoting access to basic rights for disabled people, and improving the population’s ability to manage the risks of landmine accidents. Handicap International utilizes a Community Approach to Handicap in Development (CAHD).

Since 1989, HKI has worked in Nepal through national partners, providing technical support, conducting training and building local capacity for implementation, monitoring and evaluation of projects. The major emphasis of the work of HKI/Nepal has been to prevent nutritional blindness caused by vitamin A deficiency and improve vitamin A status through supplementation and increased consumption of vitamin A-rich foods, and to promote primary eye care, particularly for the elimination of blinding trachoma as well as to provide rehabilitation and skill opportunities to persons with visual impairments.

Established in 1986 MS Nepal is the youngest Country Program under Mellemfolkeligt Samvirke (Danish Association for International Cooperation). The MS Nepal program is one of the nine MS programs and so far the only in Asia. MS was known as Danish Volunteer Services and during the early years of its establishment the Country Program contributed to development in Nepal by sending out Danish volunteers to serve in relevant institutions. Enabling and empowering the poor and disadvantaged to improve their living conditions is one of MS Nepal´s goals. They have adopted cluster approach focusing on some of the poorest districts in the western part of Nepal.
